It came out of K-pop fan spaces, where it named the fan who genuinely believed a favourite idol might be in love with them, and it broadened into a general term for cheerful unrealistic hope. The register depends entirely on direction. Said about yourself, "I am being delulu about this job application," it is warm, funny and slightly proud of the optimism. Said about someone else it is a criticism, though far gentler than calling them delusional, because the baby-talk shortening takes most of the sting out. That asymmetry is the whole word.
